October 28, 2008
7:00 p.m.
Attendance: Steve Baggett, Tony Bowick, Bob Champaigne, Carol Fox, Jim Govatos, Wayne Holmes, JB Kump, Trent McCormick, Joyce Pickering, Mike Stefanovic, Jeff Wheeler, Annie Woods, Alice Edwards
Welcome and Prayer........................................Steve Baggett

Luke 9:1-10, sharing both responsibility and authority. Jesus sent His disciples out two by two. Gave them authority and also held them accountable.
Ministry Communication/ Opportunities Task Force.............Church Council
∙ Jim - LaNelle Netherton volunteered to lead. Carol Fox will also help, and recommended Jim Austin to help. Carol will contact Jim and LaNelle to start process. Ministry areas will be approached to determine what they need, hours required, etc. Action - Carol to report progress at next Church Council meeting.
Budget Discussion..........................................Tony
∙ Budget sheet confusing, i.e., 10/12 was payroll week, but expenses don't reflect that. Reason is reimbursement from Kid's Place. Kelley will show this as line item in the future. Ten percent pay cut to date is about $7,000.
∙ Tony - Will give Kelley's quarterly report of percentages of budget to Church Council to alleviate confusion.
∙ Bob Champaigne - The report looks like the church is paying Kid's Place when actually Kid's Place is paying the church.
∙ Carol - Are we going to contact people who gave to designated funds and ask them to move it to general fund?
∙ Jim - There are some designated funds we need to keep; i.e., without a designated fund, we could not have upgraded the choir room. If we start raiding all those funds to pay bills, we are in trouble.
∙ Tony - We need to examine the legality of tranferring designated funds to operations.
∙ Bob Champaigne - should be process to review these yearly.
∙ Action - Jim to bring report to committee next month.
2009 Budget and Estimated Income
∙ Tony - Current trends indicate a deficit next year if no action is taken. If giving trends continue, we could end up with the 2009 budget around $100,000 in the red. I am proposing, and FAST is in agreement - prune 25% from all ministry areas and 15% from maintenance/equipment budget. That leaves bare bones for ministry. I am requesting Church Council either approve, or recommend trimming more, which will probably result in eliminating at least one position. If it remains "as is" we will be in deficit spending most of 2009.
∙ JB - this committee is not in a position to make a determination about losing a position.
∙ Jim - this body does need to review decisions made by SPR and FAST.
∙ JB - If we do what you recommend, we are within a couple of thousand dollars of the budget. We need to bring in element of faith.
∙ JB - Move to accept Phase 2 as acceptable approach to budget with a review at the end of the first quarter recognizing if budgetary projections are not met, a more dramatic approach will need to be made. Wayne seconded. Moved to question. Accepted. Motion carried. Tony indicated that cutting staff positions should be the last option after all other avenues have been explored.
∙ Tony - Second proposal is that when deficit reaches $25,000 or less on a payroll week, staff be reinstated to full hours since $25,000 will be recovered on last week in December.
∙ Wayne made a motion to reinstate hours on first payroll week that there is not more than a $25,000 deficit. JB seconded. Motion carried.
Church Conference (Nov 11th).................................Church Council
∙ We will ask people attending to bring light refreshments to share. Drinks will be provided.
Vision and Action.................................Rev. Jim
∙ Masonic Funeral Services
∙ Different service organizations, i.e., Moose, Elks, and Masons, have requested we attach their service to the end of our funeral services held at the church. The Masons are the most recent request. Jim referred to Leadership Council. Final determination pending future discussion with interested parties
Kid's Place Proposal........................Bob Champaigne
∙ Bob said School Board recommends School Board be changed from nine to seven. Jeff made motion, JB seconded. Motion carried.
State of the Church.................................Church Council
∙ Food Drive - Mike - The food on the altar didn't feel right. Trent was here for memorial service, and it distracted from the service. Annie felt we weren't honoring people if the food was still on the altar, not in use. JB - might be just as effective to just hold up a can of food. Action - Get other opinions.
∙ Steve - FX not as well advertised and attendance seemed to be down.
∙ JB - Heard positive comments in several places in community about fellowship of communion among churches.
∙ Carol - Any response to not doing Little Bethlehem? Jeff - Will probably get response from the community when it is not there.
∙ Joyce - What is significance of power point image - winged man? Tony - mount up with wings like eagles, living strong and overcoming adversity. Will explain to congregation this weekend.
Annie made a motion to adjourn. Bob seconded. Meeting adjourned.
